Uno barómetro social

The new deal in local development and employment public policies lead more and more to a territorial organization.

USGERES wishes to endow the employers of the social economy with a new method for a labor-management dialog, answering the objectives of satisfaction of the beneficiaries of the activity, but also the individual development of the employees.

A process, called social barometer, was experimented. It is based on qualitative and quantitative inquiries, analyzed by a steering committee. It allows building new actions for the quality of the employment and the development of activity, and also introduces a new dynamics of professional and local animation.

This communication deals with the necessity to build theories on the spatial dimension of poverty so that we can use analysis and action charts for more social equity and territorial efficiency. As Europe is a vast region of the world, it is both a question of developing a theory which permits us to grasp the model of the spatial inscription of poverty and of determining its local regional or national variations. In that way, innovation consists in showing the importance of the effects of place associated with poverty and highlighting the “unthought of” about territory as regards the implementation of public policies dealing with poverty.
