In the 70s, then a educator in a shelter center, Jean-Guy Henckel becomes a “social entrepreneur” by founding a carpentry shop with some colleagues for insertion of excluded people. He creates the first “Jardin de Cocagne” which combines the principle of short distribution channels, that of work integration for persons in great difficulty and the specifications of organic farming. The network currently has more  100 gardens (jardins de Cocagne), which employs 3,000 people, half of them find a job or vocational training of their choice. It provides weekly to 20,000 families of members-consumers a basket of organic vegetables.

The social and solidarity economy (SSE) brings together a wide range of economic initiatives which comes within neither the public sector nor the capitalist field. Claude ALPHANDERY, honorary president of France Active, has launched as part of the Laboratory of Economic and Social Solidarity, with support from the Fondation Charles Leopold Mayer for the Progress of Man, a broad reflection in this perspective that led to the report “50 proposals to change course”.

Jean-Guy HENCKEL will summarize:

  • From reflection to a development alternative fueled values and best practices from the ESS and which affirms the centrality of man rather than the state or capital
  • From 50 operational proposals to shift the economy as a whole.

Agronomist and a doctorate in economic and social development, with 35 years experience in over 30 countries in Europe, Africa and Latin America, Samuel THIRION since 2002 is director of the Division of Research and Development of Social Cohesion of the Council Europe, where he worked on the testing, development and dissemination of methods and tools for the construction of indicators of social cohesion and welfare to citizens and promoting social societal progress at different spatial scales and within collective actors.

Ingénieur agronome et docteur en développement économique et social, avec 35 ans d’expérience dans plus de 30 pays d’Europe, Afrique et Amérique Latine, Samuel THIRION est depuis 2002 administrateur à la Division de la Recherche et Développement de la Cohésion Sociale du Conseil de l’Europe où il travaille à l’expérimentation, la mise au point et la diffusion de méthodes et outils pour la construction d’indicateurs de cohésion sociale et de bien-être avec les citoyens et la promotion de processus de progrès social et sociétal à différentes échelles territoriales et au sein d’acteurs collectifs.

The conference will showcase the emerging concept of well being for all and innovative proposals for the development of indicators of social cohesion through local initiatives, proposals collected in the methodological guide “Building societal progress for the welfare with all citizens and communities “published by the Council of Europe.

The problems of pollution, environmental damage, increasing inequality between social groups and territories have challenged the idea that material wealth is enough to ensure a sustainable welfare and human rights citizens. There has been indeed a growing gap between the growth of GDP (Gross Domestic Product) and meeting people.

Bearer of new approaches in policies against exclusion and environmental challenges, the concept of well-being of all, as defined by the Council of Europe, is an innovative proposal to address the theoretical challenges social and environmental challenges of society by enhancing social cohesion. It also proposes a strategy for development of indicators of well being by citizens through local initiatives, while ensuring they retain their relevance in building the institutional and geographical levels that allow for better cooperation policy?

The guide offers a methodological approach and tools for making the joint responsibility of public and private welfare of all without exception, whether local, regional, national or European level. It offers the opportunity to players in a given territory to reflect together, to choose their goals and translating them into indicators to specify, quantify, monitor implementation and assess its impact.
