“Andalucia Emprende” is an Andalusian network made of 210 Centers of Support to Enterprise Development (CADEs) and more than 1.000 technicians. Its function is to promote the enterprising culture and to support the creation of new companies and the enterprise development in Andalusia. They offer services of prospective, invigoration, advising, formation and preincubation and incubation of enterprise projects. Local Employment Observatory (Research center of the University of Huelva) in 2009 accompanied these to the Network in the creation of a system of territorial indicators about the enterprising culture, the creation of companies and the enterprise development in this region.

The work during this period I consist of advising and to form to a representation of the staff of the Centers of Support to the Enterprise Development (CADEs), in methodologies of strategic observation and participating evaluation, promoting the development of Territorial Intelligence in the scope of the entrepreneurship and the enterprise innovation.

The formation essentially concentrated in methods and tools of territorial analysis. The last objective has been the elaboration of local diagnoses like instruments effective of observation, evaluation and support to the decision making in the matter of entrepreneurship and enterprise development in Andalusia.

The Welfare state in Europe, for decades, is immersed in important transformations.

The current socities have continuous changes and are permanently in construction.

This dynamism needs answers of the organizational systems of the entities, of the administrations, social changes, incorporation of new technologies of management, new strategies of action and innovation in a social transition time.

In this scene the citizenship, or the civil society, have been assuming increasingly protagonism in new spheres of action. As Moulaert et al. affirms (2005), the approach can be orientated towards the innovation of the social relations between individuals and social groups of the community and to the forms of governance associate.
