The Welfare state in Europe, for decades, is immersed in important transformations.

The current socities have continuous changes and are permanently in construction.

This dynamism needs answers of the organizational systems of the entities, of the administrations, social changes, incorporation of new technologies of management, new strategies of action and innovation in a social transition time.

In this scene the citizenship, or the civil society, have been assuming increasingly protagonism in new spheres of action. As Moulaert et al. affirms (2005), the approach can be orientated towards the innovation of the social relations between individuals and social groups of the community and to the forms of governance associate. In this frame there is realized the Plan Integral of the District V, orientated in the combaty against the poverty and the social exclusion of a district of the city of Huelva (to the south of Spain).
