The Welfare state in Europe, for decades, is immersed in important transformations.

The current socities have continuous changes and are permanently in construction.

This dynamism needs answers of the organizational systems of the entities, of the administrations, social changes, incorporation of new technologies of management, new strategies of action and innovation in a social transition time.

In this scene the citizenship, or the civil society, have been assuming increasingly protagonism in new spheres of action. As Moulaert et al. affirms (2005), the approach can be orientated towards the innovation of the social relations between individuals and social groups of the community and to the forms of governance associate. La presente contribución a ENTI Strasbourg 2010 refiere a tres investigaciones científicas en inteligencia territorial y territorios posibles, en construcción con instituciones de gobierno departamentales, municipales[1] y nacionales,[2] comunidades territoriales, la Red Científica Mundial Territoriesnet –Coordinaciones Científicas europea y latinoamericana, y Nodo Uruguay-, universitarios, asociaciones público-privadas, empresarios y recientemente con el CURE Centro Universitario Región Este de UdelaR. Se pretende sentar a dialogar a estos tres proyectos interinstitucionales con los actores que trabajan por el Plan Estratégico de la Región Este, para conocer en qué medida la inteligencia territorial puede contribuir a producir transformaciones reales y virtuosas en toda la región.
