  • Searching job for better life: understanding employment mobility and well being of migrant Eastern European in France the years Scotland

Lionel Guillemot, geographe, university of Angers
L Guillmemot presents us the work stemming from a collaborative work between the questions of employment (speciality of L. Guillermot) and of mobility (speciality of Sergei Shubin in the Scotland).
The approche of the mobility goes of the transport up to the more philosophic aspects. A not insignificant notion: the persons in perpetual mobility are considered as systematicaly excluded. There is thus a notion of integration by the  home-bodies to integer in the study of the subject. The employment is a factor of integration and the mobility a factor of employability. Now this value that the mobility in a career represents is nevertheless valid only for the home-bodies, the migration still not being synonym for wage valuation. The migrants said discrimination in hiring, legal obstacles … A Romanian interviewed stressed “Fortunately I’m blonde or we would have immediately taken to a rom’s. The reasons for this migration are considered attractive, the brain drain …
Migration policies are generally obstacles to integration restrictions. European migration policies are against illegal employment and more in favor of a chosen migration (skills appropriate to the needs) or saisonière.
Of those asked in Scotland 220, 4 types of migrants emerged: Adventurers, forced migrants (eg. To repay its debts), those seeking a better quality of life, and those seeking a promotion / development career. The migrants are extremely clustered Aberdeenshire (some streets, buildings). Another factor to note, the majority of migrants from eastern Europe have migrated for reasons related to employment (88%). They are not looking specifically at s’intéger the Scottish population (some do not speak the language), so that they are instead anjou highly integrated and mostly in mixed marriages.
In times of crisis, they may fear for the future a difficulty finding employment and a rise in xenophobisation.

Debate
The reasons for the choice of Scotland rather than France are due to the fact of the existence of an employment agency in the eastern countries to the UK. Most every migrant in Scotland does not plan in Scotland for more than two / three years. On the part of the integration policy, the policy is to benefit Scottish communitarian and therefore accepts that migrants take short of Russian rather than English. The flow of integration are then linked to the history of the host country and historical ties, but the flow of input and output are always linked to employment and oportunities.

  • The territorial intelligence of a sustainable human development. The case of childhood life Education Network

Isabelle Pybourdin, Daphne Duvernay
The IT Ascendente (from actors to governance) and the problem of childhood (disability, health, education) are the pillars of the study is presented. The actors are very heterogeneous, since they cover health, education, the association … Out of the time factor is a major issue (school year, study time, the child grows faster …).
The study will last 3 years, with a method involving qualitative and quantitative sociological aspects. Actors confrontations are stigmatized and especially the educational system that breaks. parallel policies are a response to statistical indicators without consent of the players. The purpose is to confront and to exchange players and office needs for the good of the child. (Eg child’s difficulties will stay after class to aid that will punish and stigmatize the problem child, but also include issues of time management work of the teacher. It is therefore to find “Utopias of fracture” (qq propose something new for the well being of all). This project is ongoing and could become a testbed for extending the method to other municipalities.

Debate
Tools used: interactive database.
Does this study meet the brakes reports to trade secrets and making contact with players? The idea is to create bonds of trust by focusing on common objective of the study (child).

  • Issues of training, interaction, identities and cultural development in areas vulnerable

Christian Bourret, Université Paris Est
This project focuses on education and culture as a pillar of the Territorial intelligence in the context of the suburbs. the idea of rebuilding the person’s work around organic agriculture is developed in this project, but also build confidence through engaging communication training. The case of a Spanish cooperative group that has developed from a vocational training in a remote valley with a strong Basque identity and industrial and is now the 5th Spanish group. However this case study is difficult to transfer because of the economic industry has evolved since. The areas studied are weakened areas: rural industrialization in the rural areas (the elderly), peripheries of cities … The problems identified are cloisonnment between neighboring Administration (Projects funded two opposite sides for example). Proposals for this project are to enable the targeted areas / residents to become involved, empowering. Some local projects: micro, alternating upgraded learning, promote the licensing arrangement and local development is a high potential for remote areas, small businesses that export. This concept of strong involvement of stakeholders is central to the idea of sustainable development. Thus action research, research activist who was hired by the University of Paris Est.

Debate
Projects start-ups in dress, selling products from their countries of origin, home help … with a dropout rate of young people by 23% compared to 50% in France. Juen These are generally at odds with the University. There remains the issue of certification courses offered.

  • Desarrollo Territorial y energia electrica

Adriano Furlan (represented by Horacio Bozzano)
Mar Del Plata is the main Argentine tourist town which sees its population nearly double for a few months of the year. A thesis is in progress on the relationship between the concept of electric energy in the neighborhoods of the city (excluding large energy group). This study seeks to solve the problem of energy consumption in the “Tourism Year” and in a context of economic crisis.
Transporte público y entendimiento Territorial
The study focuses on social participation and co-contruction in some neighborhoods of Mar de Plata in Argentina. A forum for dialogue between the neighbors on collective subjects is launched and a geographic information system.

Debate
We find again the “bottom up” where players are placed at the center of the study. We go from a perceived problem area (development area, ZUP ..) to a territorial intelligence that helps us to break the stigma. Despite the multidisciplinary approach, we find a common thread that justifies the proposed ontology in the morning.
