Publication of the acts of the International Conference of Territorial Intelligence Alba Iulia 2006

In Alba Iulia (Romania), in September 2006, the first International Conference of Territorial Intelligence took place in the caENTI framework.

From now on, the acts are available for downloading on this website.

Organized by the Universitatea “1 decembrie 1918” of Alba Iulia in Romania, the event wanted to celebrate the entry of this country in the European Union, on January, the 1st 2007. Beyond these objectives of dissemination, as the caENTI wanted, the conference played an important part in the foundation of the research activity at the national level.

The International Conference of Territorial Intelligence that took place in Alba Iulia (Romania) in September 2006 was the fourth conference of Territorial Intelligence, after the ones of Besançon (France) in 2003 , of Pecs (Hungary) in 2004 and of Liege (Belgium) in 2005.

A hundred of researchers were registered and almost fifty communications were validated by the scientific committee.

The Universitatea “1 decembrie 1918”, which welcomed the conference, was also in charge of the animation of the scientific committee, of the organisational committee and of the publication of the acts for the caENTI. These activities mobilized Moise Ioan ACHIM, rector, Mihai PASCARU-PAG, director of the Centrul de Cercetari pentru Dezvoltare Teritoriala (CCDT), all the members of his team and Ioan ILEANA who was in charge of the publication.

This publication is organized in two parts. The first is constituted by the communications evaluated after a call for communications about the thematic “Region, identity and sustainable development” that was sub-divided in three themes suggested under a question form:

  • Is region the most appropriate space to think sustainable development?
  • In the framework of the construction of the regional identity, which are the problems, experiences and good practices?
  • Which methods and instruments should be used to implement the territory sustainable development?

The volume that results from this call for communications presents a selection of 24 communications. The scientific committee valuated the best articles written in English and enriched by the debates. They were regrouped in five themes:

  • Regional development, territorial identity and sustainable development
  • Employment and delimitation of the territory
  • Local observation
  • Regional instruments and sustainable development
  • GIS and territorial intelligence systems

The second part is devoted to the presentation of the activities and of the prospects of the research activity that are specific to the caENTI.

All these articles, enriched by the debates, are accessible on the portal of territorial intelligence.

The caENTI project and the foundation of the research activity at the national level: The case of the city of Alba Iulia in Romania

The design and the dynamic of the caENTI project have a particular importance in the foundation of the research activity in each country and in the concerned universities.

The first conference of the caENTI represented a good occasion so as the Centre of Research for the Territorial Development (CCDT) of Alba Iulia could present the results of a project funded by the Romanian Ministry of Education and Research. The project entitled “Use of the Catalyse methodology in the study and dynamization of the rural communities” implemented, in a new way, the principles of Territorial Intelligence that are developed in the caENTI framework.

The debates that followed, on the project results, in Besançon, in October and in December 2007, made possible the publication at the end of 2007 of the book entitled Intelligence territoriale et développement local (Mihai PASCARU-PAG. Cluj-Napoca, Presa Universitară Clujeană).

The experience the University of Alba Iulia got at the occasion of the organization of the caENTI conference also contributed to the success of the international symposium also organized in Alba Iulia by the CCDT and the Romanian Association of the Regional Sciences (on June, the 8th and the 9th 2007). For this seminar, devoted to the impact of the integration of Romania in the European Union on the regional structures, approximately 70 researchers of Romania and France sent their communications.

Lastly, the rich and important caENTI experience keeps having deep implications on the research activity in Romania. Thus, the CCDT was chosen after a call for proposals for a project funded by the Romanian Ministry of Education and Research activity for the period 2007-2008. This new project wants to valorise the principles of territorial intelligence in the context of community development in Romania and to make broad European openings in the framework of the studied spaces.

We thank the partners of the Universitatea “1 decembrie 1918” that were deeply involved in this conference organization:

  • The Consiliul Judetean ALBA
  • The Primaria ALBA IULIA
  • The Prefectura ALBA
  • The Agencia de dezvoltare regionala CENTRU
