Creation of a tool to follow the users’ itineraries: how the political and financial contexts influence the projects?

With the extension of exclusion and precariousness during the latest decades, people’s situations became more complex. It is particularly the case of the handicapped people’s situation whose integration in an “opened” environment is what the adapei want to favour. It now implies a team work that associates several professionals within integration itineraries from the improvement of the medico-social situation until the access to employment via training.

The accompaniment file, traditional tools of the sector increased in size with the possibility to make a collective exploitation at an establishment, a sector and an association scale, thanks to an information system.

The adapei de Besançon pooled and shared the conclusions linked to the influence of external contexts and to the internal organizational choices for the development and implementation of an observatory of handicapped people’s itineraries, to enrich the caENTI partnership with its experience.

Being presently finalized, OSUA (Tool of Users’ Follow-up of Adapei) is an online system of administrative information and linked to the individual process of their socio-professional integration itinerary.

OSUA allows:

• Memorizing, pooling and sharing the information and coordinating the actions led for the users,
• Valuating and measuring their results,
• Analyzing them and planning their consequences on the future users’ reception.

OSUA : OSUA: Application tool of a national and associative policy

In France, there are fundamental evolutions within the medico-social sector due to new laws, linked to handicapped people’s equal rights and equal opportunities, participation and citizenship and that updates the sector, by making the institutions more responsible as regards the users’ rights, in particular by compelling them to reorganize and assessing their actions from the quality, the obtained results and the financial management point of view.

To meet this legal context, the adapei de Besançon chose to implement:

• A quality-step of continuous improvement certified ISO 9001 for all its establishments,
• Objectives and means multi-annual contracts with the main organizations that fund it,
• An users’ individualized accompaniment project,
• An adapted tool: OSUA, rather than standard software.

Its design, execution and experimentation were led with professionals’ participation, who took advantage of their experience to meet the users’ needs, as well as the global vision of the strategy to be applied.

A participative project management

The organization allows each person being the stakeholder of the project and appropriating a new political, strategic and practical global step, as well as a new work tool.

The coordination common to all of the participants is also very adapted to the structures functioning, and is accompanied with complete communication and training programmes. If the project planning is often readjusted because of its duration (4 years) and of its necessary adaptation to the context, it is nevertheless warrantor of each member of the staff’s participation according to his/her function.

Prospects

In 2006, within the caENTI framework, the adapei de Besançon contributed to the harmonization of the Catalyse tools. In 2007, its experience participated to the specifications definition of an online accompaniment file . OSUA which, as a feedback, took advantage of these specifications will be strongly involved in the design of the system for the accompaniment and help to users services at the European level.
