During the Annual International Conference of Territorial Intelligence held in Huelva, 24th - 27th October, 2007, the caENTI WP5 suggested a european letter of quality of research-action favouring territorial governance of sustainable development .

In this document, the WP5 members explained that the key factor for the evaluation of the quality of a process of research action is the quality of the participative process between researchers and actors.

This tool is simply a template for the evaluation of the quality of the participative process in Action-Research.
