This document presents a basis specifications for the European Guide of Diagnosis and Evaluation. It presents a particular interest within the CATALYSE territorial intelligence tools. These tools do their best to respect the principles of sustainable development as a development that "meets the needs of the present generation without compromising the ability of future generations to meet their needs (BRUNDTLAND, 1987). The knowledge of the people's needs is prevailing in the CATALYSE method. The guide is the diagnosis that allows gathering these people's needs, to which then are confronted the supplied services to satisfy them, as well as the territorial indicators. The guide contents have effects on the services repertory contents, as well as on the contextual indicators choice.
