Summary : In 1999, the Baranya County General Assembly and the South Transdanubian Regional Development Committee were among the first organisations to make a decision that the general cultural scheme of the county shall be defined. The Pécs University has undertaken to be a partner in this work. When defining the scheme, a broader sense of culture was used as a starting point and we have tried to outline the cultural and educational almanac of the county as well as its vision. Culture has always been important when seeking ways of social development, particularly now, at the beginning of the third millennium since its role could be said to be ambivalent: it might be encouraging and could be the engine of development but it might be a hindrance or a brake, too. In all areas of our complex culture, the cultural dimension has to be considered as a priority since cultural development results in human development both at the individual and community level. Development of democracy and the principle of „active citizenship” are to be defined as priorities.
