In this report, we present our concept of territorial competitiveness and its relation to territorial intelligence. Currently, there are several well-known definitions of regional competitiveness, which differently interpret the competitiveness approach on territorial units. That’s why the chosen definition determines our whole research methodology. In this study, we present these approaches of regional competitiveness. Then, we aim to describe the measuring of regional competitiveness and of its indicators at the national and European levels. The issue of regional or territorial competitiveness divides researchers and experts. The concept of territorial intelligence uses achievements and methods. In addition, we widened the used tools to the human factor taking into account. At the document end, we present the pattern of the human potential survey.
